The governors of New York and New Jersey agreed last year to an even split of the local share of the cost of building the tunnel. That agreement was a critical precursor to obtaining federal funding for the project. Regional transportation officials have been in a hurry to secure a federal commitment to Gateway while President Biden is in office and Democrats have control of the Senate. Mr. Biden, a longtime rider of Amtrak trains between Washington and his home state of Delaware, has been an ardent supporter. Amtrak, which owns the tunnels, plans to shut those tracks for repairs, one at a time, once the new tunnel is in use.

CNN —New York City has been cleared to implement congestion pricing, a practice that allows the city to charge drivers entering Lower Manhattan, New York Gov. The plan would also mark the culmination of more than a half-century of efforts to implement congestion pricing in New York City. Ultimately, it was the need to improve New York City’s public transit that became the rallying cry for congestion pricing. The stakes of New York City’s program are high, and leaders in other cities are watching the results closely. “It’s good to see New York City’s program is moving forward,” said the Los Angeles Times Editorial Board last month.

That's how much the U.S. Army Corps of Engineers thinks it will take to protect the New York City area from coastal storms. Plan 3B offers the "best bang for the buck," said Bryce Wisemiller, a project manager for the U.S. Army Corps of Engineers' New York District. He said this is the most cost-effective plan to protect the region from storms that are likely to happen only once in 100 years. Residents can explore the 3B plan, as well as suggested plans 2, 3A, 4 and 5, at the Army Corps' interactive website. Still, it's unclear how these vulnerable coastal communities — and others across the country — will ultimately fare. In this scenario, most of the communities surrounding Jamaica Bay would be inundated every day by high tides. These types of natural projects, some of which are already underway at the Jamaica Bay Wildlife Refuge, would be balanced with the Army Corp's man-made engineered solutions. Additionally, the proposed Jamaica Bay Storm Surge Barrier, located to the east of the Marine Parkway Bridge, would close during major storms. Shoreline restoration is underway at the Jamaica Bay Wildlife Refuge in Queens.
